What is a Master Plan?

A Master Plan identifies where the community is today, provides a vision of where it wants to go, and develops a road map for the decision making process to get there.  The Master Plan:
  • Captures a snapshot of what West Springfield looks like today by assessing existing resources;
  • Identifies a vision for the future through public input and by projecting future conditions and needs;
  • Expresses the broad vision for a community's future and provides a framework for achieving that vision;
  • Is a living document - the plan is reviewed on an annual basis to keep it current with the changing needs of West Springfield.

Why Create a Master Plan?

  • Do you think Bear Hole should be developed?
  • Is vehicular traffic an issue in your neighborhood?
  • Will your children be able to afford a house in West Springfield?
  • Where do you go to enjoy outdoor sports and activities?
The answers to these questions are contained in the Master Plan.  A community is under constant pressure for change.  The Master Plan will guide the "decision-makers" on whether to embrace or to reject these changes.  The Master Plan reflects the values of the residents of the community and guides the future development West Springfield in order to foster housing affordable to all income levels, a safe and dependable transportation system and ample opportunities for active and passive outdoor recreation (to name a few).


The Town of West Springfield prides itself in providing:

  • Ample active and passive outdoor recreational opportunities;

The implementation of the 2009 Master Plan will ensure that these core principles are maintained and future opportunities for new residents, businesses and industry are fostered.
